Here's a free release of a tool in Python with the following features:

• Password Recovery
• Cookies
• Basic PC information.

You can compile it using PyInstaller after you have customised it to your liking.
It does utilise the master key to decrypt the cookie file and provide you with the cookies in the Netscape format.
